Place chopped chocolate in a medium bowl and set aside. In a 3-quart stainless pot bring the water, cocoa powder, salt and sugar to a simmer, whisking to combine. Pour over the chocolate, wait 20 seconds and then whisk until chocolate is melted. Add corn syrup, vanilla, milk and mix well. Strain, then cool in refrigerator.
